Knowledge Services is actively seeking a PeopleSoft Application Team Manager for a contract to hire opportunity with our client, the State of Indiana’s Office of Information Technology. Candidates must be eligible to convert after 6 months with no condition for sponsorship.


This person will manage the GMIS Applications Team which provides financial and HR services support for over 138 state agencies.  Services include module rollouts, customer training, upgrades, issue resolution and ongoing support for PeopleSoft Financials, ELM and HCM.  The PeopleSoft Applications Team Manager will manage the System admins and DBA who support the infrastructure and database for the PeopleSoft Modules.  They will provide strategy to the Business Owners of the different PeopleSoft ERP Modules.

Manage the PeopleSoft Applications Team (10 people):

  • Manage the PeopleSoft Technical System Admins and DBA
  • Manage the PeopleSoft Financials/HCM vendors (Oracle)
  • Manage and support the PeopleSoft Financials /HCM for the state agencies Business owners
  • Manage High-Level projects within your team
  • Assist with the development of ERP Strategy


Supervisory Responsibilities/Direct Reports:

  • Work with your Director on annual budget planning based on needs/growth
  • Assist with interviews for new team members (non-technical & technical interviews)
  • Maintain appropriate team coverage (manage vacations, personal time, training, etc.)
  • Approve time for your employees and contractors
  • Host staff meetings to discuss past, current and near-term work, as well as goals & objectives
  • Maintain high service level scores for your area (resolution of GMIS tickets on time)
  • Develop and manage the Performance Reviews and goals for your team members
  • Provide Project Oversight services to coordinate and review enforcement of State standards for agencies choosing to contract work with independent consultants


  • Expert level knowledge of Oracle/PeopleSoft Financial, HCM, ELM 9.2 Modules
  • Experience with Oracle PUM strategy
  • Deep overall knowledge of PeopleSoft Financial/HCM/Modules relationships in State Government
  • Extensive technical writing skills
  • Ability to troubleshoot issues at a deep level
  • Excellent Communication skills
  • Strong customer relationship skills
  • Enterprise level experience with managing large scale implementation of ERP






Physical Requirements:

  • Job frequently requires sitting, handling objects with hands.
  • Job occasionally requires standing, walking, reaching, talking, hearing, and lifting up to 25 pounds.
  • Vision requirements:  Ability to see information in print and/or electronically.
