    The purpose of this project is to replace the existing legacy ten-plus year-old application/systems software and related hardware. The application software, eSoS, is the primary application used by the Office of the Secretary of State (NVSoS) for the purpose of processing; archiving and receipting Commercial Recordings business entity filings which generate $135 million annually in General Fund revenue. The current desktop, online application, and related system processes are being pushed to their limits and are failing more frequently as the complexity and volume of filings increases month after month. Increasingly, work stoppages are occurring because of a fragile and unstable platform which is not easily adaptable or supported by emerging technologies. The instability of the current system; along with the delays and limitations of the system, impact not only the revenue generated by entity filings but also threatens Nevada’s reputation as an efficient and predictable filing State. The replacement of the existing system is to provide a modern application that will promote and enable increased self-service and be flexible and scalable to meet customer and business needs. The application must include desktop, online and direct, “bulk” filing processes. Helping to enable business filings, the application will accommodate the needs of the customer to file bulk filings and provide other more modern alternatives to human data entry. The application will meet all the State requirements for continuity, maintainability, security, and sustainability.

    The project has been ongoing with the agency selected vendor since November of 2016. Requirements will be completely documented and approved by the end of June of 2018, development has begun, and early testing will begin in July.  


    • Report directly to the primary Project Manager;
    • Provide weekly status reports detailing progress on assignments;
    • As required by the Project Manager; attend, take notes and follow up on project meetings;
    • Document and resolve issues;
    • Secure acceptance and approval of project deliverables from Sponsors and Stakeholders;
    • Oversee project tasks to completion;
    • Track issues and bugs to resolution;
    • Track all issues and report anything that may impact the project timelines immediately;
    • Review project requirements documents and Functional Specification Documents (FSD);
    • Facilitate the Design and Development project phases by interfacing between Design/Development Team, Commercial Recordings Division and Project Management;
    • Develop User Acceptance Test Plans, test cases and test scripts based upon approved FSDs;
    • Audit Requirements Traceability Matrix;
    • Conduct and oversee User Acceptance Testing;
    • Develop training plan and materials; and
    • Conduct training for end users in the Commercial Recordings Division once the solution has been developed.



    • Six (6) years of business process analysis;
    • Five (5) years of business process documentation;
    • The ability to quickly learn new business processes;
    • Five (5) years of test planning design, development and documentation;
    • Five (5) years of test case design, development and documentation;
    • Five (5) years of workgroup formation and management;
    • The ability to effectively and efficiently conducting meetings including documentation, minutes, and follow up;
    • The ability to present materials to groups of people;
    • Five (5) years of conducting end-user training on software and business processes;
    • Five (5) years of writing user manuals; and
    • Three (3) years of using MS Outlook to view resource availability and to schedule resources.
    • Reading, analyzing and interpreting statutes.
    • Understanding of the role of the Project Manager and project related documents.
    • Prior experience working in a government records filing office. 


    Physical Requirements:

    • Job frequently requires sitting, handling objects with hands.
    • Job occasionally requires standing, walking, reaching, talking, hearing, and lifting up to 25 pounds.
    • Vision requirements:  Ability to see information in print and/or electronically.
