    Knowledge Services is searching for a Business Analyst for a long-term contract with the State of Nevada in Carson City, Nevada.

    • The above are available provided contractors meet eligibility requirements



    • Participate in the review of currently used product standards for the Traffic Operations business group;
    • Participate in identifying and developing product specifications and procedures for Traffic Operations devices;
    • Review and update, as needed, any existing policies and procedures, to ensure accuracy, consistency, and completeness;
    • Assist in the establishment of an ITS User Group, Change Management Process, and Change Control Board; and
    • Participate in technical research and development and provide recommendations on process improvements within the Traffic Operations Technology System for continued improvements.


    •  A minimum of five (5) years’ experience working as a Business Process Analyst in an enterprise environment;
    • The ability to develop product standards by understanding business function and end-user requirements through consultation with end-users, technicians, vendors, engineers, and others; 
    • The ability to conduct detailed alternative analyses; 
    • The skills required to develop written requirements for proposed systems and applications;
    • The ability to analyze business processes by:
    • Maintaining documentation of agency business processes;
    • Developing procedural alternatives in the absence of properly operating software;
    • Identifying work processes that may be automated;
    • Researching and evaluating computer hardware and software needs;
    • Defining potential benefits of proposed system or deficiencies to be corrected in the existing system;
    • Proposing business process improvements, and
    • Defining and documenting data definitions and relationships to be used in the foundation of systems development.
    • Excellent verbal and written communication skills, including active listening skills;
    • The ability to facilitate meetings to communicate with engineering, operation, and IT staff to gather the requirements needed to develop specifications and procedures;
    • The ability to act as an unbiased guide to assist the group move through the meeting process, collect the needed information, opinions and ideas from the meeting participants, and make the process meaningful, effective and efficient.
    • Experience and be proficient in the ITIL (IT Infrastructure Library) Change Management best practices and the implementation of these practices;
    • The ability to use critical thinking to break down information obtained into a step-by-step method to analyze an issue and determine a solution;
    • Five (5) or more years’ experience in process mapping and business process reengineering;
    • Experience with the analysis of business processes and workflows with the objective of discovering improvements or automation; and
    • The ability to monitor system implementation by:
    • Participating in procedure development and evaluation;
    • Preparing end user procedures;
    • Devising and implementing procedure modifications;
    • Developing transition plans;
    • Developing training material; and
    • Participating in training development and presentation for a variety of agency programs and applications. 


    Physical Requirements:

    • Job frequently requires sitting, handling objects with hands.
    • Job occasionally requires standing, walking, reaching, talking, hearing, and lifting up to 25 pounds.
    • Vision requirements:  Ability to see information in print and/or electronically.
