Knowledge Services is seeking a remote Business Analyst for a project through June 2026 (potential for extension) in support of the State of North Dakota. Position may work 100% remotely.
Business Analyst Responsibilities:
• Play a lead role on projects that are a part of the state project management office’s support of Transportation IT projects.
• Serve as a Business Analyst and business process lead for one or more Department of Transportation projects, and to ensure project success.

• The program’s overall objective is to modernize multiple technology systems that are currently in use at the state.
• Work for this role involves the application of business analysis principles, methodologies, standards, and best practices in contributing to the success of information technology projects.
• Role is responsible for performing business analyst duties on large, complex projects for State of ND clients using established best practices, tools, and guidelines.
• Duties include monitoring, planning, analyzing, managing, and communicating business requirements, reporting; and the coordination of people, processes and technologies as needed to support delivery of on-time and on-budget project results.
• Projects may range in structure from traditional/waterfall to various agile/hybrid frameworks.
• Effective communication skills and ability to build and maintain solid working relationships with staff, agency executives, legislators, consultants, and other stakeholders is essential for project success.
• Participating in procurement activities as needed.
• Participating in project scope and definition of the business need, expected project outcomes, expected benefits and project acceptance criteria.
• Assisting in the development of project goals, objectives, milestones, and tasks.
• Establishing the business analysis approach, outlining business analysis deliverables, communication approaches with stakeholders, requirements management approach and effort estimation approach.
• Maintaining effective communication channels with stakeholders to manage expectations and providing updates on project progress.
• Developing business analysis plan and requirements management plan with the project manager.
• Presenting findings and project status reports to project team.
• Arranging meetings for the project team.
• Coordinating the efforts of internal project staff and customers.
• Working closely with the stakeholders on clarifying the identified business needs, conducting stakeholder analysis, identifying risks, assumptions, and constraints, as well as tolerances to a solution.
• Eliciting, documenting, and analyzing business requirements.
• Participating in prioritizing project scope changes.
• Facilitating meetings (e.g., status update, requirements planning, brainstorming, requirements gathering).
• Maintaining and utilizing team and document collaboration tools (e.g., SharePoint, MS Teams).
• Conducting workshops and interviews to gather information from subject matter experts.
• Examining existing business processes to identify inefficiencies and areas for improvement.
• Proposing optimized processes and solutions to streamline operations.
• Collaborating with teams and stakeholders to design solutions that align with business requirements.
• Documenting and maintaining functional requirements, use cases, test plans, implementation plan, risk register, bug/issue lists, and interface design documents.
• Creating functional specifications and detailed documentation for development team.
• Providing estimates or quotes, with appropriate documentation and explanation.
• Facilitating the development and implementation of IT systems based on approved designs.
• Participating in testing activities, ensuring the delivered solution meets specific requirements.
• Assisting in managing the change processes associated with IT system implementations.
• Developing and delivering training materials to help users adapt to new systems and processes (user materials, user guides and quick reference documentation).
• Overseeing implementation of proposed changes to ensure compliance with user expectations.
Business Analyst Required Skills:
• Must possess at least a Bachelor's degree
• Must possess at least 5 years of experience as a Business Analyst on medium to large projects sized $500K or more
• Must have prior experience in State or Federal government (Department of Transportation preferred)
• Must have effective communication and documentation skills
• Must have experience testing and mapping various business processes
• Must have experience with both Agile and Waterfall Methodologies
