Overview

Knowledge Services is seeking a remote Project Manager for a multi-year project through June 2027 (potential for extension) in support of the State of North Dakota.  Position may work 100% remotely.

  • Role is open to remote applicants however applicants MUST HAVE prior experience with Mainframe application renewal ideally within state, federal, or city/county government.
  • Please note that we cannot accept any candidates requiring C2C or those requiring sponsorship for a work visa.

Responsibilities

Project Manager Responsibilities:

• The State is working towards sunsetting a large suite of Mainframe applications.

• The work involves coordination between IT and Business Stakeholders to incorporate existing solutions, develop new solutions, change IT processes and reduce technical debt and remove all data and from Mainframe IBM Z-Series storage like COBOL, DB2 and ADABAS. 

• Manage all aspects of the work including management of vendors, costs, and assigned (temporary) staff.

• Work closely with the large IT Project Manager (PM) and Large Project Oversight Project Manager (LPO PM) because a successful project requires more than oversight; it requires operational expertise, real-time leadership, and a focus on compliance, team performance, and quality assurance.

• Provide Operational Execution and Daily Leadership - oversees daily operations to keep the project on track. 
• Provide Subject Matter Expertise and Compliance - brings subject matter expertise and deep knowledge of regulatory, safety, and quality standards. This expertise ensures that project deliverables meet compliance requirements and industry benchmarks, minimizing risks of non-compliance or rework. Should understand the technical decisions that are being made/proposed
• Provide Proactive Risk and Issue Management - Identifies and mitigates risks at the operational level, where they often emerge first. This proactive approach addresses potential delays, resource shortfalls, or budget overruns before they escalate. Ensures those updates reflect actionable, ground-level realities.
• Provide Weekly Status Report of the Project from a Business Perspective - Will provide a weekly business report on the overall project. This report will cover status, risk, issues, milestones upcoming, and deliverable completions, etc.
• Provide Resource and Budget Optimization - Managing resources effectively requires a hands-on approach. Balances personnel, budget, and materials daily to ensure objectives are met within constraints.

• Communication Plan
• Quality Assurance Plan
• Training/Support Plan
• Implementation Plan
• Post-Implementation Report
• Closeout Meeting
• Final Acceptance

Qualifications

Project Manager Required Skills:

• Must have at least 10 years of IT Project Management experience that involved business process analysis, project plan development, group facilitation, and management of staff/resources

• Must have prior experience with Mainframe application renewal and/or sunsetting of mainframe applications

• 5 years of experience in software development, systems architecture, IT infrastructure and troubleshooting

• Proficiency in methodologies like Agile, Scrum, and Waterfall

 

Preferred:

Background and experience to include managing projects in the government sector.

• Scrum Master certification preferred

• Certifications as a GIAC Project Manager or Technical Project Management preferred

• Proven experience in project management, specifically in managing technical debt.
• Excellent verbal and written communication skills to effectively collaborate with teams and stakeholders.
• Strong problem-solving abilities to identify, analyze, and resolve technical issues.
• Leadership experience in managing cross-functional teams.
• Risk management skills in identifying and mitigating risks associated with technical debt.
