Overview

Knowledge Services is seeking a Technical Writer for a contract through the end of December 2025 (potential for extension) with the State of Maine working onsite in Augusta, ME. 

  • Applicants MUST BE ABLE TO WORK 100% ONSITE IN AUGUSTA, ME.

Responsibilities

Technical Writer Responsibilities include:

• The Maine Bureau of Motor Vehicles (BMV) has, over the last 2 years, undertaken a complete modernization of its digital driver licensing system. To ensure successful implementation, the agency will require assistance in capturing system documentation.

• Documentation must be complete by 12/31/25 to ensure staff training can be accomplished before the implementation date.

• Specifically, the BMV business technical writer will be asked to produce two items:
• An operator’s manual that describes basic operation of the system, to include connectivity with external systems
• Training materials for supervisors to use while training existing and new staff on the modernized licensing system

• All work will be completed using Microsoft products.

• Develop, enhance, and maintain user documentation for multiple applications including documentation required for the operations provider.
• Develop on-line source documentation as appropriate.
• Create digital presentations.
• Maintain documentation libraries and subscription lists.
• Identify, create, revise, and maintain documentation and templates needed by the Application Teams.
• Ensure appropriate access/use of documentation materials.
• Maintain application and user documentation.
• Ensure messages and terminology is consistent across all written materials.
• Research and complete documentation service requests.
• Work with Application Team members to enhance their understanding of end-user and technical documentation.
• Communicate accurate and useful status updates.
• Manage and report time spent on all work activities.
• Follow quality standards.
• Ability to work in a team environment
• Complete assigned tasks.
• Strong communication skills; both written and spoken
• Review and prioritize documentation service requests.
• Determine procedures for use of on-line documentation tools and version control documentation as appropriate.
• Assist or guide other Technical Writer as needed to develop and maintain user and technical documentation for their assigned applications.
• Educate/train technical groups on the essential need for developing and using standard documentation for all processes.
• Organize and prepare work effectively to facilitate proactive resolution of problems, rather than reactive.
• Research problems before approaching Project Manager or Team Lead for assistance.
• Identify and make recommendations around documentation and templates needed by the Application Teams.
• Identify and initiate continuous improvement opportunities.
• Direct the development of accurate estimates for documentation requests/activities as required
• Lead efforts in developing and facilitating implementation of the Documentation team goals and metrics.
• Develop workable, practical, measurable work plans defining activities, schedules and tasks with Team Leads.
• Review and understand the Application Teams workplan.
• Determine time estimates and schedule for own work and resolve issues in a timely manner.

Qualifications

Technical Writer Required Skills:

• 3+ years of Technical Writing experience
• Experience with Digital Presentations
• Experience with Employee Training

• Demonstrated success in writing for an IT developer/network/data audience required (as opposed to business audience)
• Technical writing for government IT audience preferred.
• Experience using MS Office products, PDF's, Visio, Adobe Pro, GitHub, and Jira.
