Overview

Knowledge Services is seeking a remote e-Learning Systems Analyst for a contract through the end of June 2026 (potential for extension) with the State of Maine Office of Technology. 

  • Applicants may work 100% remotely.
  • Applicants must possess experience as an Analyst supporting Learning Management Systems
  • Please note that we cannot consider any third-party candidates, those requiring C2C, or anyone requiring sponsorship for a work visa.

Responsibilities

e-Learning Systems Analyst Responsibilities:

• The State of Maine is implementing a new enterprise learning management system.
• This system provides a single source for all training and education for all employees and external partners.

• MaineIT seeks to create documentation and content for its processes and procedures that will be made available to all MaineIT staff in the learning management system.

• MaineIT will offer this service to other State agencies as they are brought into the system.

• The ideal candidate will have previous experience managing/maintaining a Learning Management System including user management, content management, and system updates.

• The ideal candidate will have demonstrated stakeholder engagement skills and the ability to bring others along with a new system implementation.

• As a Systems Analyst, they should possess knowledge of the limitations and capabilities of computer systems, applications, and various information technologies.

• They will have the ability to analyze systems and procedures, to write and revise standards and procedures, to communicate effectively, and to train others.

• The Learning Management System project will be a priority, but this Systems Analyst will also work on other OIT projects as needed.

Qualifications

e-Learning Systems Analyst Required Skills:

• 5+ years of experience analyzing existing processes, systems, and functionality to facilitate improvements for learning management systems (LMS)
• Communication skills with an emphasis on relationship building
• Strong documentation skills

 

Preferred Skills:
• 4-year college degree or equivalent working experience in business analytics/communications
• Organizational Change Management skills, ability to bring along stakeholders and end users within the project
• Knowledge of all phases of the software development life cycle as well as the project development cycle
• Strong oral and written communication skills including the ability to write clearly and effectively
• Demonstrated experience in gathering business requirements for system design including advanced methodologies like story mapping, impact mapping, user story writing and refinement
• Experience writing queries and analyzing data
• Ability to establish and maintain effective working relationships in a team environment
• Experience in writing and executing test plans with attention to detail and quality focus
