Overview

Knowledge Services is seeking a remote Systems Analyst to support a project through June 2026 (potential for extension) with the State of Maine Office of Technology.

  • This position will work 100% remotely (applicants residing in the EST or CST time zones are preferred)
  • Applicants with prior State or Federal government experience are preferred

Responsibilities

Systems Analyst Responsibilities:

This Systems Analyst recruitment is to place a highly qualified individual with an existing Vendor Management team with a focus on ensuring that vendor managed DHHS Applications are compliant with contract language and MaineIT Policy.

This role will work closely with business stakeholders, system users and vendors to analyze requirements, contract language and policy to ensure the delivery of secure robust systems to the State.

Oversight/management of the vendor software development life cycle as well as the project development cycle.
Management of vendor compliance with IT contracts.
Aiding with operations by identifying technical risks of a change to the application system.
Facilitating technical issue resolution with multiple groups.
Analyzing business problems and operations in depth, considering limitations imposed by current automation environment, time requirements, personnel/financial resources, and desired results to develop functional requirements for a proposed system including cost and time estimates for subsequent phases.
Studying and evaluating business problems and operations to produce feasibility, scope and objective, and cost benefit reports.
Utilizing a ticketing system for tracking incidents and monitoring for resolution.
Preparing/evaluating documents of understanding, automation system design plans, and detailed specifications to identify system design requirements including cost and time estimates for subsequent phases and facilitate the development and implementation of automation systems.
Coordinating with business partners and vendors to implement enterprise-wide systems.
Communicating clearly and effectively at various levels.
Working closely with all functional areas of an IT organization.
Managing and coordinating small projects that involve multiple stakeholders.
Leading and participating in system walk-throughs.
Managing tasks in JIRA (or a similar tool) to facilitate releases and deployments.
Developing productive business relationships with vendors and agency leaders.

Qualifications

Systems Analyst Required Skills:

• Must have experience with contract review of technical requirements
• Must have experience with gathering requirements and translating into technical design documents
• Must have experience with business case development & analysis
